Strengthening Grassroots Justice Administration Through Collaborative Capacity-Building

Cordillera Career Development College (CCDC), in collaboration with the Department of the Interior and Local Government (DILG)–Benguet, the Provincial Government of Benguet, and the Benguet Multi-Stakeholder Advisory Council (MSAC), supported the implementation of the Barangay Newly-Elected Officials (BNEO) Special Course on Local Legislation and Katarungang Pambarangay.
The program successfully trained more than 600 barangay officials, including Punong Barangays, Barangay Secretaries, and Lupon Members, from all 13 municipalities of Benguet through five batches of training.
Focused on strengthening grassroots justice delivery, the course enhanced participants’ knowledge and practical competencies in mediation, conciliation, and arbitration within the Barangay Justice System. These competencies are essential to resolving community disputes, strengthening local governance, and promoting peace and order.
Through its participation in this multi-stakeholder initiative, CCDC demonstrated its commitment to lifelong learning, community education, and professional capacity development beyond formal academic instruction. The partnership highlights how higher education institutions can contribute to strengthening local governance through collaborative educational initiatives.
